促进乡村生态振兴行动计划

为贯彻落实党中央、国务院关于全面推进乡村振兴、加快农业农村现代化、深入打好污染防治攻坚战的意见,进一步加强乡村建设农村生态文明建设,加快解决农业农村突出环境问题,持续打好农业农村污染防治攻坚战,推动农业全面绿色转型,推动乡村生态振兴,制定本行动方案制定的。

一、指导思想

以习近平新时代中国特色社会主义思想为指导,全面贯彻党的十九大和十九届二中、三中、四中、五中、六中全会精神深入贯彻落实习近平生态文明思想,立足全省农业农村发展实际,以实现污染减排和碳减排协同为总出发点,着力减少农业非农业生产。点源污染负荷,促进农村生态环境质量改善。 加强统筹规划,突出源头管控,优化政策引导,强化监督管理,推动农业农村绿色低碳发展和美丽乡村建设,为我省走在全国前列提供良好生态支撑乡村振兴,率先实现农业农村现代化。

二、工作目标

到2025年,农业面源污染得到有效遏制,农村生态环境基础设施进一步完善,农业农村污染监督评价体系初步建立,政策标准体系和工作机制基本建立。农业绿色发展水平显着提升,农村生态环境质量显着改善。 提升。

到2035年,农业面源污染负荷显着降低,农村生态环境质量根本改善,农业绿色发展取得明显成效,乡村生态振兴取得决定性进展。

三、重点任务

(一)加强农业面源污染防治,促进农业绿色发展。

1、促进化肥减量增效。 沿着“精、调、改、换、转”路径,扎实开展化肥减量增效行动,深入千村万户、百家企业,重点推广测土配方施肥、有机肥部分替代化肥、水肥一体化、侧深施肥、种肥同步播种等技术。 深化测土配方施肥,扩大应用作物,向以粮食作物为主、粮食作物与经济园艺作物并重的方向发展。 发布全县主要农作物主要推荐基肥配方,指导企业按配方生产,指导农民按配方使用。 以太湖地区、长江干流等环境影响敏感地区为重点,推广科学轮作或优化种植结构。 探索开展化肥限量使用制度试点。 到2025年,全省主要农作物化肥施用量比2020年减少3%,施用强度力争达到全国平均水平,主要农作物测土配方施肥技术覆盖率将达到90%以上。 【省农业农村厅牵头,省生态环境厅、省供销社等参与,各市县(市、区)人民政府负责实施。 以下均需各市、县(市、区)人民政府落实,不再列举】

2.推动农药减量使用。 完善农作物病虫草监测网络和监测系统,提高病虫草预报准确性。 加强农作物病虫草抗药性监测、农药使用强度监测和药效监测。 开展农作物重大病虫害绿色防治技术研究,推广生物农药、高效低毒低残留农药、高效植保机械、农药等绿色防治产品和技术。精准施药,推进绿色防控示范区和示范县建设。 完善农药销售监管、使用指导等制度,推行农药采购实名制。 按照“政府引导、市场运作”的原则,推进农药集中采购、统一配送,在千村万户、百家企业扎实开展农药减量增效行动。 到2025年,全省主要农作物农药施用量比2020年减少2.5%,施用强度力争达到全国平均水平,主要农作物病虫害绿色防治覆盖率杂草率将达到60%。 (省农业农村厅牵头,省科技厅、省供销社等参与)

3﹒ 推动畜禽生态健康养殖。 加快建立以生态消费为主、管理和产业治理为辅的畜禽养殖污染治理体系,构建种养结合、农牧循环的生态健康养殖新格局。 统筹保障供给和生态,结合区域水环境质量和畜禽养殖发展规划,以县为单位编制实施新一轮畜禽养殖污染防治规划。 组织实施畜禽养殖污染治理和提高资源利用率行动,对规模化畜禽养殖场环境影响评价“回头看”、落实“三同时”制度、综合治理农业农村、生态环境等部门继续联合开展检查认证,进一步督促规模畜禽养殖场改善粪便状况设施设备,提高综合利用和污染防治水平。 落实地方政府对规模以下畜禽养殖场污染防治的地方责任,加快养殖场集中地区畜禽养殖废弃物统一收集和集中处置。 充分发挥乡镇政府和村级基层组织的监督力量,逐步将个体养殖户纳入基层网格化管理,实现畜禽养殖污染防治全覆盖。 加强畜禽养殖场执法监管,推动对1万头以上生猪养殖场安装污水集中储存和处理设施进行视频监控,将所有污水排放口纳入排污许可证管理。 如果污染防治设施不到位,污水就会外排。 对未经无害化处理直接还田或者排入环境、不符合国家和地方排放标准的,要依法查处,坚决杜绝走私、排放污染环境的粪便行为。结束。 推进减少兽用抗菌药物使用试点行动。 “十四五”期间,全省规模化养殖场畜禽粪便处理设施设备配套率稳定在100%,畜禽粪便综合利用率稳定在95%。 (省农业农村厅、省生态环境厅、省发展改革委等按职责分工负责)

4﹒ 开展水产生态健康养殖。 实施养殖水域滩涂规划,进一步优化养殖布局,推动禁止区域养殖活动全部退出,合理控制养殖密度,推广生态健康的养殖技术和模式。 加强养殖投入品使用监管,加强养殖规范用药指导。 建立养殖尾水排放报告制度,加强养殖尾水集中排放时段监管,防止集中排放影响水环境质量。 落实《池塘养殖尾水排放标准》,新建(改建、扩建)池塘严格执行养殖尾水排放标准,现有池塘自2023年6月1日起执行。到2023年,水产养殖主产县(各市、区)基本完成规模以上高标准鱼塘建设; 到2025年,全省全面完成高标准鱼塘建设。 (省农业农村厅、省生态环境厅、省自然资源厅等按职责分工负责)

5﹒ 实施农田取水控制试点。 在国家和省级环境敏感考核断面和饮用水水源地上游地区,开展农田水污染消退监测评估,划定重点控制区域。 重点控制区采取调整种植结构、直播稻转插秧、秸秆还田、限施化肥等措施,减少农田取水影响。 以高标准生态农田建设试点为基础,结合生态河道建设,稳步推进排灌系统生态改造,促进农田生态环境改善。 到2022年,全省有条件的县(市、涉农区)开展不少于1个农田排灌生态改造试点。 (省生态环境厅、省农业农村厅、省水利厅等按职责分工负责)

6﹒ 加强秸秆综合利用。 鼓励各地结合本地实际统筹安排秸秆机械化还田和场外收集、储存、利用,加强秸秆机械化还田技术指导和培训,稳步提高机械化还田质量秸秆还田,因地制宜推进生态耕作和深耕试点。 水环境敏感地区,加大离田秸秆收集、储存和利用力度。 进一步完善秸秆收储运体系,积极培育壮大高附加值秸秆综合利用产业。 鼓励利用秸秆发电。 开展夏秋季秸秆禁烧专项检查,压实秸秆禁烧地方责任,继续保持秸秆禁烧高压态势,严防露天焚烧、秸秆抛入河道等环境污染事件。 到2025年,全省秸秆综合利用率稳定达到95%以上。 (省农业农村厅、省生态环境厅、省发展改革委按职责分工负责)

7﹒ 开展农药包装废弃物回收处理。 落实《农药包装废物回收处理管理办法》,按照市场主体回收、专业机构处理、公共财政支持的原则,建立县级收集储存中心、乡镇–各级定点收储站和若干基层农用包装废弃物回收站(点)组成的农药包装废弃物回收体系。 鼓励农药生产经营者采取押金制度、有偿回收等有效措施,引导农药使用者及时返还农药包装废弃物。 鼓励农药生产企业使用易于资源利用、易于处置、可生物降解的包装,逐步淘汰铝箔包装。 鼓励和支持农药包装废弃物资源化利用。 资源化利用以外的废物必须按照法律法规规定进行填埋、焚烧等无害化处理。 加强农药使用技术指导和服务,引导农药使用者在施用过程中通过清洗等方式充分利用包装农药,减少农药残留。 加强监督管理,督促农药生产经营者履行农药包装废弃物回收利用义务; 督促农药经营者和农药包装废弃物回收站(点)建立农药包装废弃物回收台账。 到2025年,全省农药包装废弃物回收覆盖率达到100%,无害化处理率达到100%,农药包装废弃物回收监测评价良以上率达到90%以上。 (省农业农村厅牵头,省供销社、省生态环境厅等参与)

8.加强化肥包装废弃物回收利用。 落实《化肥包装废弃物回收处理指导意见》,落实化肥生产者、销售者、用户的回收义务,充分发挥具有再利用价值的化肥包装废弃物市场作用,建立用户收集、市场主体回收、企业回收的回收机制。 没有再利用价值的,由用户收集,作为农村垃圾处理。 鼓励农业生产服务组织、供销社、再生资源企业开展化肥包装废弃物回收利用。 加强监督管理,对未依法及时回收化肥包装废弃物的化肥生产者、销售者、使用者进行查处。 到2025年,试点县化肥包装废弃物回收率达到90%。 (省农业农村厅牵头,省供销社参与)

九、推进农膜回收处置。 落实《农膜管理条例》,落实农膜生产者、经营者、使用者回收利用主体责任,加快建立废旧农膜分类处置体系,促进废旧塑料薄膜低值化再利用。将农村垃圾价值纳入回收处理体系,完善垃圾回收处理体系。 覆盖物处置率。 组织开展超薄地膜联合执法检查,依法查处厚度小于0.01毫米的聚乙烯农用地膜生产、销售、使用行为。 推广应用地膜减量化替代技术和产品,鼓励生产和使用全生物降解膜、增强型耐候膜等新型地膜产品,开展新型地膜适宜性评价,提高农用地膜科学利用水平。电影。 建立农田覆盖物残留监测制度。 到2025年,全省废旧农膜回收率达到90%以上。 (省农业农村厅牵头,省住房城乡建设厅、省科学技术厅、省市场监管局、省生态环境厅、省生态环境厅供销合作社参与)

10﹒ 发展农业节水灌溉。 加强灌溉试验站网络建设,提高灌溉试验站科研能力和水平,重点研究和推广农业节水灌溉技术。 加强灌溉技术与农机、农艺、农业技术的有机结合,大力推广水肥一体化以及浅水灌溉、浅湿灌溉、湿润灌溉、控制灌溉等灌溉模式。 因地制宜推广喷灌、微灌、管道水灌等高效节水灌溉设施,配套水计量设施和智能灌溉控制系统,提高农业灌溉用水效率。 到2025年,全省农田灌溉水有效利用系数提高到0.625。 (省水利厅、省农业农村厅按职责分工负责,省发展改革委等参与)

11﹒ 推动受污染农田安全利用。 以县为单位制定并组织实施《“十四五”耕地安全利用规划》,采取分级、分区、分级的安全利用措施。 在耕地安全利用方面,重点采取品种替代、水肥调控、土壤调理、消除障碍因素等措施,减轻土壤污染影响,确保农产品质量安全。 对严控耕地的,因地制宜有序开展调整种植结构、退耕还林、退耕还草等措施,确保风险严控。 加强污染农田协同监测,优化安全利用措施和技术模式,有效管控农产品超标风险。 到2025年,全省污染耕地安全利用率达到93%以上。 (省农业农村厅牵头,省自然资源厅、省生态环境厅参与)

12﹒ 建设综合治理示范工程。 开展农业面源污染综合治理试点,建设一批以综合利用、污染防治、调查监测、绩效评价等为主要内容的示范项目。 根据污染类型和主要原因,分区分类建立农业面源污染防治技术数据库,总结试点示范成果和经验做法,形成农业面源污染防治技术库。具有区域特色的污染治理模式。 大力发展种养一体化、生态循环农业,扩大绿色、有机、地理标志农产品生产规模,加强省级绿色优质农产品基地建设,增加绿色优质农产品供给,提高农业发展质量和效益。 推动环太湖城乡有机垃圾处理利用示范区建设。 (省生态环境厅、省农业农村厅等按职责分工负责)

(二)开展综合整治,改善农村生态环境质量。

1.促进农村环境整治。 以农村生活污水、黑臭水体治理和农村饮用水水源保护为重点,实施一批村庄环境整治工程。 以县为单位分解落实整治目标任务,建立村庄整治清单和设施建设清单,按季度安排落实进度。 健全农村环境整治成效核查评价制​​度,对整治完成村进行抽查评价。 到2025年,完成全省2000个新村改造任务。 (省生态环境厅牵头,省水利厅、省农业农村厅等参与)

2.加强农村饮用水水源保护。 组织开展农村饮用水源地、供水单位供水、用户自来水水质监测,实行从水源到自来水的全过程控制,实行水源保护、工程建设、用水“三同时”制度水质监测检测,为1万以上人口提供供水 对日供水量1000吨以上的饮用水源保护区每季度进行一次监测,并向社会发布饮用水安全状况信息。 全面排查影响农村饮用水水源安全的工业企业、畜禽养殖、生活污水、废弃物等环境风险源,开展规范整治。 对水质不达标的水源,采取水源置换、集中供水、污染治理等措施,确保农村饮水安全。 (省生态环境厅牵头,省住房城乡建设厅、省水利厅、省农业农村厅、省卫健委参与)

3﹒ 推动农村厕所革命。 扎实推进农村户厕问题排查,全面掌握现状,科学确定农村户厕改造目标任务。 厕所改造工作要因地制宜,科学制定厕所改造方案,选择合适的技术路线,对未改造的户用厕所实施新改造,对已改造但需要巩固升级的户用厕所进行整改达标。 。 到“十四五”末,要彻底淘汰所有厕所。 建成旱厕和完全无害的家庭卫生厕所。 协调推动农村厕所粪便处理与农村生活污水处理有效衔接,不断提高厕所粪便处理率和资源利用率,建立健全长效管理保障机制。 加强农村公厕建设和管理,完善公厕管理维护制度。 加强乡村旅游厕所建设和管理,加强日常维护,提高标准。 (省乡村振兴局牵头,省生态环境厅、省发展改革委、省农业农村厅、省卫生健康委、省住房城乡厅等参与)发展局、省文化和旅游厅)

4﹒ 推进农村生活污水治理。 实施《江苏省农村生活污水处理提升行动计划》,重点补齐农村生活污水处理短板。 因地制宜、分类推进,靠近城镇污水管网的村庄可接入城镇污水收集处理设施; 距离管网较远、人口密集、不具备利用条件的村庄,可建设集中处理设施,达到排放标准; 居住区 对地处偏远、分散、人口较少的规划保留村,可采取分散处理。 强化综合治理,推动农村生活污水治理与厕所整治、农村黑臭水体治理、苏北农村房屋整治、国省断面水质改善、农村生态保护等有机结合起来。农村饮用水水源地。 鼓励采用生态处理技术,积极推进污水资源化利用。 组织开展现有设施“回头看”,重点解决污水管网破损、设施运行不正常、管护机制不完善、管网入户普及率低等问题。 全县系统推进农村生活污水处理,培育多元化处理市场主体,建立健全统一规划、统一建设、统一运维的长效机制。 制定《农村生活污水处理设施运行管理办法》,建立农村生活污水处理设施监测信息平台。 组织技术攻关,开发投资低、效果好、操作方便的户用处理设备,解决分散农户生活污水处理难的问题。 到2025年,全省农村生活污水处理率达到55%,处理设施正常运行率稳定在90%以上。 (省生态环境厅牵头,省农业农村厅、省乡村振兴局等参与)

5﹒ 加强农村生活垃圾管理。 继续完善“分组清扫、村收集、镇转运、县处理”的城乡协调生活垃圾收集、运输和处置体系,落实《江苏省城乡生活垃圾分类处理专项行动实施方案》有序推进农村生活垃圾就地分类和资源化利用。 Strengthen the construction of collection, transportation and disposal facilities, upgrade and renovate old facilities with insufficient collection, transportation and disposal capabilities, and ensure that rural domestic waste is produced and cleared every day. 6﹒ Promote the treatment of black and smelly water bodies in rural areas. Implement the requirements of the river chief system and strengthen the environmental improvement, supervision and maintenance of rural rivers. In accordance with the relevant requirements of the national “Guidelines for the Treatment of Black and Odorous Water Bodies in Rural Areas (Trial)”, county-level administrative districts are used as units to organize and carry out inspections of rural black and odorous water bodies, establish rosters and accounts, and classify black and odorous water bodies with large areas, serious pollution, and strong public complaints. Smelly water bodies are included in the national and provincial key supervision lists, which are dynamically updated and disclosed to the public in a timely manner. Based on the causes of pollution of black and odorous water bodies in rural areas, combined with the transformation of ecological rivers, a treatment plan is formulated, and measures such as interception and source control, ecological restoration, dredging, and water system connection are comprehensively adopted to steadily eliminate large areas of rural black and odorous water bodies. By 2025, the province will basically eliminate large areas of black and smelly water bodies in rural areas. 7﹒ Strengthen biodiversity protection. Promote the “Dazhuang Experience”, develop biodiversity agriculture, and explore the development path of green ecological recycling agriculture. Strictly abide by the cultivated land red line and permanent basic farmland control line, adhere to the ecological protection red line, and strengthen the protection and economical utilization of agricultural resources. We will implement the conservation of aquatic biological resources, scientifically carry out fishery enhancement and release, and strengthen the monitoring of fishery resources and ecological environment. We will comprehensively implement rural greening and beautification actions, increase investment, support the exploration and protection of local germplasm resources, select and breed a number of high-quality forest and grass varieties, explore scientific plant allocation models, and enhance biodiversity. 8. Implement agricultural emission reduction and carbon sequestration. Increase energy conservation and emission reduction of agricultural machinery, gradually phase out high-energy-consuming agricultural machinery and equipment, accelerate the research and development and application of new energy agricultural machinery and equipment, promote agricultural electric vehicles, energy-saving and environmentally friendly agricultural machinery, fuel-saving fishing boats, and develop energy-saving agricultural greenhouses. Vigorously carry out the construction and protection of wetlands and farmland forest networks. Strengthen the quality improvement of cultivated land and maintain the long-term carbon sequestration capacity of farmland soil ecosystem. Vigorously promote the research, development, promotion and application of agricultural ecological technologies, green technologies and sink-enhancing technologies, select and promote a number of high carbon capture and high carbon sequestration crop species according to local conditions, and enhance agricultural carbon sequestration capabilities. (3) Strengthen monitoring and control and improve agricultural and rural pollution supervision capabilities.

1. Improve the agricultural and rural ecological environment monitoring and control system. The system integrates farmland nitrogen and phosphorus loss monitoring, surface water ecological environment quality monitoring, rural ecological environment quality monitoring and other data to build a “one network” for agricultural non-point source pollution environmental monitoring and realize the interconnection of monitoring data. Explore the monitoring of new pollutants in the production areas of specialty agricultural products, livestock and poultry aquaculture farms and sensitive water bodies. Construct three agricultural ecological environment field observation super stations in the Taihu Lake area to carry out long-term field observation and quantitative analysis, combined with remote sensing technology, to monitor the impact of agricultural non-point source pollution on environmental quality. 2. Strengthen agricultural non-point source surveys, monitoring and statistics. Improve the agricultural non-point source survey and monitoring statistical system, conduct surveys on the use of chemical fertilizers and pesticides in major crops, comprehensive utilization of straw and livestock and poultry manure, recycling and disposal of waste agricultural film and pesticide packaging waste, and standardize data collection, statistics and reporting procedures. , ensuring scientific collection, accurate statistics and objective evaluation of relevant data. 3﹒ Strengthen the supervision and monitoring of aquaculture tail water and farmland water withdrawal. In accordance with the limit requirements of the “Pond Breeding Tail Water Discharge Standard”, we will take the lead in carrying out supervisory spot inspections and monitoring during the centralized discharge period in newly (renovated or expanded) 100-acre contiguous breeding ponds. By June 1, 2023, all scales of breeding ponds will be inspected. Supervisory spot checks and monitoring of tail water discharged from ponds will be carried out. Those that do not meet the standards will be investigated and punished in accordance with the law and required to make rectifications. Priority will be given to setting up water withdrawal monitoring sections in large-scale irrigation areas of more than 100,000 acres, and monitoring water quality in irrigation areas will be carried out. By 2025, the water withdrawal monitoring coverage rate in important areas of the province will reach more than 90%. 4﹒ Carry out agricultural non-point source pollution assessment. Carry out long-term monitoring of farmland irrigation water and effluent water quality, understand the generation and discharge of agricultural non-point source pollutants, and strengthen water quality monitoring during important periods such as heavy rains and flood seasons. Carry out load accounting and assessment of agricultural pollutants discharged into water bodies to determine key areas and important periods for supervision. Select 2 counties (cities, districts) in the Taihu Lake Basin to carry out agricultural non-point source pollution monitoring and evaluation pilots, comprehensively apply remote sensing technology, statistical data and ground monitoring results to study and explore agricultural non-point source pollution monitoring and evaluation methods. Organize and carry out research on the environmental impact and capacity related to agricultural production, and explore the establishment of a total agricultural non-point source control system. (4) Promote institutional innovation and improve the working mechanism for agricultural and rural pollution control.

1. Improve the diversified investment mechanism. Taking the implementation of the rural revitalization strategy as the starting point, we will build a diversified investment pattern with public financial support, self-financing by responsible entities, and participation of social funds. Increase government investment, coordinate land transfer proceeds, and special funds for ecological and environmental protection to support rural pollution control and ecological environment protection. Give full play to the role of government investment funds and increase support for agricultural and rural pollution control. Standardize the cooperation between the government and social capital, and guide social capital to invest in the field of agricultural and rural pollution control. 2. Improve the long-term management mechanism. Clarify the institutions and personnel responsible for supervising and guiding agricultural and rural pollution control at the county and township levels, and gradually establish a professional management and protection team with systems, standards, teams, funds, and supervision. Carry out pilot projects on the managed service model for agricultural and rural pollution control, and third-party operation and maintenance management can be implemented in areas where conditions permit. Support market entities such as supply and marketing cooperatives to coordinate the unified supply of pesticides and fertilizers in counties (cities, and agriculture-related areas), and establish a collection and disposal system for pesticide and fertilizer packaging waste and used agricultural film. Integrate agricultural and rural pollution control, ecological environment protection, beautiful countryside construction and promotion of low-carbon development, green finance and other related policies, and improve the rural clean energy R&D, promotion and application system. 4﹒ Strengthen the scientific and technological innovation mechanism. Integrate scientific and technological resources such as universities and scientific research institutes, and accelerate joint research on key core technologies for agricultural and rural pollution prevention and control, as well as technologies for safe utilization of contaminated farmland and treatment and restoration technologies through relevant national and provincial science and technology plans (special projects, funds), etc. Carry out research on agricultural and rural pollution source analysis and pollution load estimation models, develop advanced automatic monitoring and rapid monitoring equipment, and accelerate the promotion and application of mature and applicable technologies. Establish an expert group on agricultural and rural pollution control to carry out long-term follow-up and regular consultations to provide support for key technology research and important policy consultation. 四、保障措施

(一)加强组织领导。

Governments at all levels should regard strengthening agricultural and rural pollution control as an important part of promoting rural ecological revitalization, further unify ideological understanding, integrate work forces, and improve organizational structures. The provincial level has established a working mechanism of “monthly reporting, quarterly reporting, and annual assessment” to supervise and guide the province’s agricultural and rural pollution control work. All relevant departments in the province work closely together to advance the project according to their respective responsibilities and form a synergy. Each district and city shall organize and compile the implementation plan for agricultural and rural pollution control in the region based on actual conditions, and ensure the coordination between the upper and lower levels and within the region to ensure that the leadership, responsibility and implementation of all work are in place.

(2) Implement support policies.

In accordance with the principles of marketization and commercial sustainability, green financial policies are effectively used to support rural environmental improvement, reduction of chemical fertilizers and pesticides, comprehensive utilization of straw, recycling of pesticide and fertilizer packaging waste and used agricultural film, development of green planting and breeding circular agriculture, and breeding ponds ecological transformation and other key tasks. Implement preferential policies on tax reduction and exemption for agricultural and rural pollution control. Encourage qualified areas to explore the establishment of a payment system for beneficiary farmers to collect and dispose of garbage and sewage treatment to increase farmers’ enthusiasm for participation. Improve the land and electricity policy for agricultural and rural pollution control facilities, ensure reasonable construction land needs, and enjoy agricultural electricity prices for the daily operation of agricultural and rural pollution control facilities.

(3) Strengthen law enforcement and supervision.

Promote the shift of focus, power, and security of ecological and environmental law enforcement and supervision downwards, and strengthen the construction of agricultural and rural ecological and environmental law enforcement and supervision teams. Organize and carry out training on agricultural and rural pollution control law enforcement and supervision to improve the level of grassroots supervision and law enforcement. Strengthen environmental inspections, strengthen grid management, increase law enforcement and supervision, and severely crack down on illegal transfers of industrial solid waste to rural areas and dumping of industrial solid waste and other environmental violations in accordance with the law. Focusing on rural domestic sewage treatment facilities with a daily treatment capacity of 20 tons and above, we will strengthen the monitoring of effluent water quality from the facilities and strictly investigate and deal with excessive discharges. Make full use of channels such as the 12369 environmental protection reporting hotline to encourage the public to participate in supervision and report ecological damage and environmental pollution in rural areas.

(4) Extensive publicity and mobilization.

Comprehensive use of new media and traditional media, combined with important environmental protection publicity activities, build a communication platform to publicize the hazards of ecological environmental pollution and the importance of governance, enhance public awareness of agricultural and rural ecological environmental protection, popularize agricultural and rural pollution control knowledge, and promote agricultural and rural areas Pollution control technology. Increase the publicity of the “Jiangsu Ecological Civilization 20 Articles” in rural areas to create a good atmosphere for the whole society to protect the ecological environment.
